I love doing that,
I have one photo of myself, which I am now tempted to use, where I turned myself into an elf.
Made my brown eyes blue and added pointed ears.
So much fun.

whoa I never knew about this comment thing, sorry for slow reply.
I can't say I do things correctly but... I'll try to give some tips:
Have you ever thought about giving Painter a try? It's possible to create nearly the same effects in Photoshop but it just takes a lot more work to configure the brushes. In Painter there's almost always a preset for what you want. If not, you'll only need to tinker with it a little.
For the portrait I drew, I pretty much used Painter's charcoal and blender tools only. The charcoal is set on "soft cover" setting under brush properties, and I use it for everything from doing lineart to coloring by just varying the size and color of the brush. I use the "just add water" preset for the blender tool to soften lines and do the wispy light reflections in the hair. The blender tool is VERY key I think, for any style, and playing around and getting used to it will be very worthwhile!
Some tips that apply for any program are:
- draw on 25% zoom and on a canvas that fits your screen on that zoom (usually thousands of pixels long and wide). 25% is a good number that doesn't have the resize artifacts, and it allows you to easily zoom in later to do details or touchups. Brushes also generally work better with a tablet when the brush size is big. Size 1 or 2 pixel brushes usually have aliasing issues with most programs (except maybe photoshop because of its post processing of strokes).
- always mirror the whole canvas from time to time to recheck your proportions. Does every stroke angle make sense even when mirrored? Everyone has blindspots in their proportional sense and mirroring is a good way to circumvent it.
Thats all for now :D I didnt know in what area you wanted tips so I just threw a bunch out!
